As a full-scale music hall with a central hall and adjoining seating, it was equipped with a total of 2,074 seats, including lower-level seats and upper-level seats.

Hibiya Public Hall, including Municipal Research Building (TIMR Building), was built at a total cost of 3 million yen.

The second floor includes the stage and lower-level seating (1,052 seats), as well as the central hall, which is accessible from the lower-level seats. The central hall was used as a lobby for music concerts and other events, where the audience spent time chatting during intermissions. There are waiting rooms at the top and bottom of the stage.

The third and fourth floors have upper-level seating (1,022 seats), and a plaza has been prepared on the third floor as well.
